One of the key responsibilities of the Police and Crime Commissioner is to set the Police and Crime Plan in line with public priorities. The Police and Crime Plan 2025-28 outlines the areas that Surrey Police will focus on, and the key areas of performance that will be monitored in regular meetings with the Chief Constable.

Priority 1
Back to basics policing
Policing today is complex, with officers tackling both visible crimes and those that remain hidden from public view. Some of the most devastating offences – such as domestic abuse, rape, sexual assault, and child sexual exploitation – often occur behind closed doors and must continue to be prioritised with the care, sensitivity, and focus they demand. At the same time, it is vital to ensure that streets and communities are safe, addressing the issues that affect people’s daily lives. The Chief Constable and the Police and Crime Commissioner remain committed to getting the fundamentals right – preventing crime, bringing offenders to justice swiftly, solving problems, and tackling the issues that matter most to residents.

Priority 2
Protecting vulnerable people in Surrey
The role of the Police and Crime Commissioner is to ensure that all of Surrey’s communities are safeguarded from harm, exploitation, and the devastating impacts of crime. Some individuals and groups are at greater risk due to their specific circumstances or vulnerabilities, and vulnerability can take many forms, affecting people of all ages and situations. Whether through supporting victims of abuse, protecting children and young people from exploitation, ensuring the right response for those in mental health crisis, or tackling fraud and cybercrime, the approach is rooted in compassion, collaboration, and prevention.

Priority 3
Preventing violence against women and girls
The Commissioner is committed to tackling all forms of violence against women and girls and her office is working closely with Surrey Police, partner agencies and local charities to shine a spotlight on the inappropriate behaviours of some men, to hold perpetrators firmly to account for their actions and to ensure the best possible support is in place for victims of these horrific crimes.

Strengthening safe and resilient communities
The priority is to ensure all residents feel safe and supported in their communities. Many have raised concerns about crime and disorder - such as anti-social behaviour, drug-related harm, and shoplifting - and the impact this has on quality of life. Tackling these issues requires collaboration between police, partners, and the community, with a focus not only on responding to incidents but also on prevention, building trust, and developing long-term solutions. By strengthening partnerships and listening to local voices, Surrey’s neighbourhoods can be safe, resilient, and valued places to live.
